GitHub Actions deploy.yml plus OIDC deploy role that is the only shared-env cdk deploy path for a GitHub-hosted lake repo. Trusts both OIDC sub shapes. Skip if Lake Scope Contract ci is not github_actions. Job summary prints DeployRoleArn, GithubWebhookUrl, StreamlitMartUrl.
